Our Team

Deborah C. Brown

Debbie is the attorney owner of Brown Law and Consulting, a firm dedicated to conducting workplace investigations regarding harassment, discrimination, and other misconduct in public and private organizations. Debbie also mediates employment and education law disputes. With several decades of labor and employment law experience, Debbie has held a variety of both HR and legal roles, including private practice labor and employment defense as well as executive level in-house HR and legal roles. Debbie is a member of the Board of Directors for the Association of Workplace Investigators (AWI), a Fellow in the College of Labor and Employment Lawyers, and a Florida Supreme Court Certified Circuit Civil and County Mediator. Debbie holds both the SHRM-SCP and Senior Professional in Human Resources (SPHR) certifications and is an AWI Certificate Holder (AWI-CH). Debbie was awarded a Diversity, Equity and Inclusion in the Workplace Certificate from USF ‘s Office of Corporate Training and Professional Education in 2021. Debbie has also been recognized as a leading labor and employment law attorney in multiple publications over the years, including Best Lawyers®, Florida Trend’s Florida Legal Elite™, Florida Super Lawyers® magazine, and Tampa Bay Magazine’s Tampa Bay’s Top Lawyers®.

James F. Brown

James F. Brown serves as the firm’s Sr. HR Consultant. Jim holds both a BA in Business Administration and an MBA. His background includes a combination of F&B leadership and HR roles at Anheuser Busch Inc. (Busch Gardens) followed by almost two decades of employee relations experience at Walt Disney World, the largest single site employer in the U.S. In this latter role, he conducted workplace investigations regarding issues of alleged harassment and discrimination, recommending appropriate actions to correct issues of concern, and assisting management in the formal discipline, performance management, or termination of employees. Jim also advised leadership on appropriate HR procedures and served as the primary Employee Relations representative in union grievances over disciplinary actions taken because of investigation findings. While at Disney, Jim was recognized as one of Disney’s Partners in Excellence, a prestigious lifetime achievement honor that represents one of the highest accolades within the Walt Disney Company. Jim is a panelist on the American Arbitration Association Workplace Investigation Panel. Jim was awarded a Diversity, Equity and Inclusion in the Workplace Certificate from USF ‘s Office of Corporate Training and Professional Education in 2021
